Achievements:
- Jay Small is a shareholder and the head of Mateer Harbert’s Eminent Domain and Property Rights Practice Group. He has nearly 30 years of experience representing hundreds of property owners, business owners, and condemning authorities in condemnation and inverse condemnation cases throughout the state of Florida. He has trial and appellate court experience representing developers, landfill owners and operators, salvage yards owners, automobile dealerships, national convenience store chains, restaurants, retail establishments, developers, outdoor advertising companies, cellular communication tower companies, owners of agricultural property, industrial property owners, special use property owners, and individual homeowners and condemning authorities.
- He is a member of the Orange County Bar Association, past Chair of the Orange County Bar Association Real Property Committee, a member of the Board of Trustees and the current Treasurer of the Legal Aid Society of the Orange County Bar Association, and a member of the Florida Bar Environmental and Land Use Committee and Eminent Domain Subcommittee. He is admitted to practice before the U.S. District Court, Middle District of Florida, and United States Circuit Court of Appeals, Eleventh Circuit bars. He received his undergraduate and law degrees from the University of Florida, obtaining his undergraduate degree, with honors, in 1982, and law degree, with honors, in 1985.
